Centrální erbovní štít s věží a stylizovanou chobotnicí dominuje tomuto exempláři městského inženýrství. Kolem něj se vine nápis "NOVÉ MĚSTO NAD METUJÍ", obklopený mřížkovaným vzorem a řadou kruhových otvorů, což naznačuje jeho funkční účel v urbanistickém prostředí.
